As European data center demand accelerates and established markets face mounting constraints on power, land and permitting, Southeast Europe presents a credible and increasingly well-capitalised alternative.

Slovenia, Croatia, Serbia and Bulgaria — four core SEE markets — offer a growing pipeline of consented and development-stage capacity across colocation, powered shell and hyperscale formats, delivered power between EUR 105 and EUR 192 per MWh, grid connection timelines that reflect the region’s structural advantages, and — in Bulgaria — a 4.8 GW battery storage fleet that ranks first globally in share of electricity system.

Three of the four markets are full EU members, all four are within 35 ms of Frankfurt, and institutional capital is already committed across the region. The fundamentals are in place — Southeast Europe is positioned to absorb a significant share of Europe’s next wave of digital infrastructure investment.
